The hero would later enter the Blue Hotel, where a gang was kidnapping women, only to now force their attention on him, where most of the members died and the hero saved Mei's mother and four other women from them. The hero would also fight against a gang of three and loot a gasmask from one of them after they tried to attack him. When the hero went to a landed boat, he when to fight against the gang that was living on the boat, freed some one who was being tortured and a healed a former member of the gang on the boat. A small group of three where holding a woman hostage on the rooftops of a building, until the hero took care of them and freed the woman. An undergroung gang would try to attack the two, only for the hero to take care of them.

The hero would later head down in the underground system of Haventon after healing Mei, where he tried to stop a murder from happening and a bit later ,some Cannibals would offer both the hero and Mei some of their food, only for the hero to head into the back rooms and murder two of the cannibals with knifes and free some of the suvivers. After the hero returned to the streets with some medical supplies, a gang is seen near the entrence to the destroyed mall, where the hero has to either avoid them or defeat them in combat. The hero would help the guy who had his hand stuck, where he would later leave. Only to see the hero and tried to attack him but failed. A gang was also seen in a skyscraper, debating on leaving one of their members, who had their had stuck, alone. While some of the suvivers would act like members of the many gangs, the real members would appear to chase a young girl named Mei, only for a hero to appear and take care of them. Many members of the Gangs would try to look for any one they can, either to bully or attack anyone that are not a part of their gang. This created the many gangs around Haventon. Some of the members of the makeshift shelters later left with most that left fought against themselves. Afterwards, the people of Haventon either went on boats to other lands or tried to create makeshift shelters for themselves. The Gangs were originally just regular people until an earthquakes and duststorms hit Haventon.
